Alleged leaker of environmental plan sues RCMP over highly publicized arrest

OTTAWA - A former public servant who came under suspicion of leaking draft details of a federal environmental plan is suing the RCMP for allegedly breaching his constitutional rights.

Jeffrey Monaghan says the RCMP did the bidding of the Conservative government by parading him in handcuffs through his office in May 2007. An RCMP news release at the time said he was being investigated for breach of trust.

Monaghan, a contract employee at the Environment Department, was never charged.

He claims the highly publicized arrest violated his rights, damaged his reputation and caused him mental distress.

An RCMP spokeswoman says the force has not seen Monaghan's statement of claim and therefore could not comment.
